The idea behind this appearance is from a novel based from the '78 pilot for Battlestar Galactica. It did come out at the same time, but more than likely was based on an early version of the script. The reptile appearance is how they look beneath their armor. My one difference in this painting is toning it in greens. The book states shades of gray.

They changed it to robots because the network executives thought that the heroes shouldn't kill anyone, it would be too violent. If the Cylons were robots then they can destroy them and not actually kill anyone. So the story became that the reptile Cylons created the robots to fight the humans. A droid army long before "Phantom Menace"and the robots overthrew them and Killed the entire race.
The Imperious leader is an IL series. Like Lucifer (Baltar's assistant, and probably eyes and ears for the imperious leader). He wears the skin of a reptilian Cylon as a symbol of the mechanical's victory over their one time masters.
